1. A prerequisite for applying special conditions for participation in the admission campaign is the presence in EdEBO of an individual's card indicating the privilege category and the entry of supporting data (details of documents certifying the right to special conditions for participation in the admission campaign, or uploaded scanned copies of such documents in the absence (unavailability) of information about them in state registers), as well as the indication in the applicant's application regarding the need to apply special conditions. The applicant may use the special conditions for participation in the admission campaign in case of timely submission to the admission committee or entry through the electronic account of documents confirming the right to such conditions:
– with special conditions for participation in the competitive selection for admission to higher education – until the registration of applications for participation in assessments at the higher education institution is completed;

2. When entering to obtain a bachelor's degree in specialty C4 «Psychology» under the educational program Applied Psychology and Psychological Practice, special conditions for participation in the competitive selection in the form of participation in the competitive selection for studies based on the results of interviews in NMT subjects:

• individuals recognized as injured participants of the Revolution of Dignity, persons with disabilities due to war, combatants in accordance with the Law of Ukraine «On the Status of War Veterans and Guarantees of Their Social Protection»;
• persons who have been denied registration to participate in the 2026 NMT by a decision of the reglementary committee at the regional center for educational quality assessment due to the impossibility of creating special (specific) conditions (provided that a copy of the medical certificate in the form of primary accounting documentation No. 086-3/o «Medical certificate on the creation of special (specific) conditions for passing the external independent evaluation», approved by the order of the Ministry of Education and Science of Ukraine, the Ministry of Health of Ukraine dated August 29, 2016 No. 1027/900, registered with the Ministry of Justice of Ukraine on December 27, 2016 under No. 1707/29837 (hereinafter referred to as Order No. 1027/900), certified by the signature of the secretary of the reglementary committee at the regional center for educational quality assessment and the seal of the regional center for educational quality assessment, and the relevant extract from the minutes of the meeting of the reglementary committee at the regional center for educational quality assessment, are added to the individual's record card);
• persons who have been denied the creation of special conditions for taking the 2026 NMT by the regulations committee at the regional center for educational quality assessment upon request due to the lack of organizational and technological capabilities (provided that the relevant extract from the minutes of the meeting of the regulations committee at the regional center for educational quality assessment and the medical certificate provided for in the third paragraph of this clause, which states the need to create certain conditions for taking the NMT, are entered into the individual's record card);
• persons with disabilities or children with disabilities who were unable to participate in the main and additional sessions of the 2026 NMT due to a disease or pathological condition specified in the List of Diseases and Pathological Conditions That May Be an Impediment to Taking the External Independent Evaluation, approved by Order No. 1027/900 (provided that they submit to the admissions committee of a higher education institution a document (or a copy thereof) certifying the status of a person with a group I or II disability or a child with a disability, and one of the documents specified in subparagraph 1 of paragraph 2 of Order No. 1027/900, or a copy of such a document);
• persons entering for studies funded by individuals and/or legal entities for another specialty (educational program) based on NQF6, NQF7. Persons of the categories defined in this paragraph who took the NMT in the year of admission, but did not overcome the «passed/failed» threshold, may participate in the competitive selection based on the results of interviews in NMT subjects exclusively for places funded by individuals and/or legal entities.

3. When applying for a Master's degree in specialty C4 «Psychology» under the Clinical Psychology educational program and the Mental Health Support Psychology educational program, applicants may participate in the competitive selection based on the results of entrance examinations (based on the results of an interview in a foreign language instead of the Unified Entrance Exam (UEE) and a subject test instead of the Unified Professional Entrance Examination (UPEE) upon admission to NRF Level 7) at the Institute:

• persons recognized as injured participants of the Revolution of Dignity, persons with disabilities due to war, combatants in accordance with the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”;
• persons who, by decision of the admissions committee of a higher education institution, have been denied registration to participate in the 2026 unified entrance exam (EEV) and unified professional entrance examination (EPEE) (based on the decision of the regulated committee at the regional center for educational quality assessment, adopted following the review of the applicant's documents carried out upon the request of the registering admissions committee) due to the impossibility of creating special conditions (provided that a copy of the medical report in the form of primary accounting documentation No. 086-3/o “Medical report on the creation of special (special) conditions for passing the external independent evaluation”, approved by order No. 1027/900, certified by the signature of the secretary of the regulated committee at the regional center for educational quality assessment and the seal of the regional center for educational quality assessment, and the corresponding extract from the minutes of the meeting of the regulated committee at the regional center for educational quality assessment are entered into the individual's record card);
• individuals who have been denied the creation of special conditions for taking the 2026 unified entrance exam (UEE) and unified professional entrance exam (UPEE) by the regulatory commission at the regional educational quality assessment center upon request due to the lack of organizational and technological capabilities (provided that the relevant extract from the minutes of the meeting of the regulatory commission at the regional educational quality assessment center and the medical report provided for in the third paragraph of this clause, which indicates the need to create certain conditions for taking the UEE and UPEE, are entered into the individual's record card);
• individuals enrolling to study at the expense of individuals and/or legal entities for another specialty (educational program) on the basis of FQF-7 (excluding specialties D8 “Law” and D9 “International Law”).

Persons belonging to the categories defined in this section who took the EVI and/or EFVV, but did not overcome the “passed / failed” threshold, may participate in the competitive selection based on the results of an interview in a foreign language instead of the EVI and/or a professional exam instead of the EFVV exclusively for places funded by physical persons and/or legal entities.

4. Applicants for obtaining the degree of Doctor of Philosophy in specialty C4 «Psychology» under the educational program Psychology may participate in the competitive selection based on the results of entrance examinations (based on the results of an interview in a foreign language instead of the Unified Entrance Examination (UEE) and the results of an exam in research methodology instead of the Unified Professional Entrance Examination (UPEE) upon admission to EQF Level 8) at the Institute:

• individuals who, by decision of the admissions committee of a higher education institution, have been denied registration to participate in the 2026 unified entrance exam and unified professional entrance exam (based on the decision of the regulative committee at the regional center for educational quality assessment, adopted following the review of the applicant's documents conducted upon the request of the registering admissions committee) due to the impossibility of creating special conditions (provided that a copy of the medical report according to the primary accounting documentation form No. 086-3/o “Medical report on the creation of special conditions for passing the external independent evaluation,” approved by order No. 1027/900, certified by the signature of the secretary of the regulative committee at the regional center for educational quality assessment and the seal of the regional center for educational quality assessment, and the corresponding extract from the minutes of the meeting of the regulative committee at the regional center for educational quality assessment have been entered into the individual's record card);
• individuals who have been denied the creation of special conditions for taking the 2026 unified entrance exam (UEE) / unified professional entrance exam (UPEE) by the procedural commission at the regional center for educational quality assessment upon request due to the lack of organizational and technological capabilities (provided that the relevant extract from the minutes of the meeting of the procedural commission at the regional center for educational quality assessment and the medical report provided for in the second paragraph of this item, which indicates the need to create certain conditions for taking the UEE, UPEE, are entered into the individual's record card).

Persons of the categories specified in this paragraph who took the single entrance exam (BVI) and/or single professional entrance exam (BVV) but failed to pass the “passed/failed” threshold may participate in the competitive selection based on the results of an interview in a foreign language instead of the BVI and/or an examination in research methodology instead of the BVV exclusively for places funded by individuals and/or legal entities.
